Biographical Note
Regnal Washington Garff, Jr. was born in 1927 and raised in Utah. He graduated from the University of Utah in 1955 with an LL.B. degree and acquired the Juris Doctor degree in 1967. He began working as a judge in the Utah juvenile court in the late 1950s and served as a as a juvenile judge in Utah's Second District Court until his retirement in 1993.
