Biographical note
Cecelia H. Foxley earned a B.A. in English from Utah State University, and an M.A. in English from the University of Utah. She continued her studies at the University of Utah where she earned a PhD in Educational Psychology with emphases in Administration, Teaching, Research, and Counseling. She completed a post-docotral internship with the National Training Laboratories Institute (Applied Behavioral Science). Dr. Foxley served as the Deputy Commissioner, and the Associate Commissioner for Academic Affairs. She then served as Commisioner of the Utah System of Higher Education and Cheif Executive Officer to the State board of Regents for over 10 years. Afterward she served for three years as Regents professor in the Educational Psychology department at the University of Utah. Dr. Foxley is a philanthropist and has been an educational and organizational consultant. She is the author or co-author of six books and has contributed to various journals on such topics as educational leadership and administration, non-sexist counseling, human relations education, and equal opportunity.

The Cecelia H. Foxley papers (1960-2014) consists of personal and academic materials along with books. Dr. Foxley served as the Deputy Commissioner, and the Associate Commissioner for Academic Affairs. She then served as Commisioner of the Utah System of Higher Education and Cheif Executive Officer to the State board of Regents for over 10 years. Afterward she served for three years as Regents professor in the Educational Psychology department at the University of Utah.
